Better numbers make better communities.
We improve communities by helping local governments make better financial decisions — strengthening the capital delivery process so every taxpayer dollar is used as effectively as possible.
Illustrative — the same project, with and without controls
Without controls
With controls
Services
Engagements sized to what a small team can actually use — from a single working session to the basics that make everything else possible.
Project Controls Orientation
What is project controls, what does success require, and what could it look like for you? We'll explore it together.
Capital Program Controls Readiness Assessments
An objective look at your current controls — what's working, what's missing, and what it would take to close the gap.
Foundational Controls Design
Controls built from the ground up: project authorization, estimating discipline, and risk visibility — the basics that make everything else possible.
Incremental Controls Roadmapping
A sequenced path from “no controls” to “basic controls” — so progress shows at each step, not after years of implementation.
Interim Support & Coaching
Cover a vacancy, get your team through a budget cycle, or bring a new hire up to speed on the work and the politics.
General Financial Management
Broader financial management support — budget oversight, revenue & expense monitoring, and cost analysis — for teams needing help beyond the capital program.
We have sat in your chair.
CTRL+GOV is a municipal finance practice founded by career public servants. Between us we have spent decades inside city finance departments — writing the budgets, building the models, and defending the numbers at the dais.
We know what a council packet deadline feels like at eleven at night, and the difference between a number that is correct and a number that will survive a public hearing. We started CTRL+GOV to give smaller and mid-sized governments the financial bench strength that large cities take for granted.
- Practitioners, not theorists. We've pushed for better processes from the inside — and run into exactly the resistance that stalls this kind of change. It takes more than good ideas to succeed. We can walk you through the hurdles.
- Plain language, always. If your council cannot follow the analysis, the analysis has not done its job.
- Right-sized engagements. Small enough to take a single working session. Deep enough to build a lasting controls framework.
- No handoff to juniors. The people you meet are the people who do the work.
